Building and programming an addition clock

      Does anyone have an idea how to program an addition clock? Ie: 1 to 4 minutes 1 LED each, 5 minutes 1 LED, 10 minutes 1 LED, 20 minutes 1 LED, 30 minutes 1 LED, 40 minutes 1 LED, 50 minutes 1 LED, 1 hour 1 LED, 1 LED each for 2 , 4,. 6, 8 and 10 hours.
      Can you do this with Arduino or the ELEGOO Basic Starter Kit German with R3 microcontroller board?
